NULM means National Urban Livelihoods Mission. To reduce poverty and vulnerability of the urban poor households by enabling them to access gainful self-employment and skilled wage employment opportunities, resulting in an appreciable improvement in their livelihoods on a sustainable basis, through building strong grassroots level institutions of the poor. The mission would aim at providing shelter equipped with essential services to the urban homeless in a phased manner. In addition, the Mission would also address livelihood concerns of the urban street vendors by facilitating access to suitable spaces, institutional credit, social security and skills to the urban street vendors for accessing emerging market opportunities.
A City Livelihood Centre (CLC) is a service hub established under the National Urban Livelihoods Mission (NULM) to provide urban residents access to employment opportunities, skill development programs, and essential services. It connects service providers with citizens, enabling sustainable livelihoods for the urban poor.
CLC offers a wide range of skill development programs such as digital literacy, financial management, entrepreneurship, tailoring, handicrafts, and more. These programs are designed to improve the employability and business skills of urban citizens.
Anyone living in urban areas, particularly street vendors, self-help group members, small business owners, and unemployed individuals, can benefit from CLC’s services. CLCs focus on uplifting the urban poor by providing access to skills, jobs, and financial support.

CLC, in partnership with NULM, helps individuals who access government financial schemes, microloans, and credit through banks and other financial institutions to start or expand their businesses according to schemes eligibility.
CLC provides street vendors with training on business management, helps them register and legalize their businesses, and supports them in accessing financial aid to grow their enterprises.
Most training programs offered by CLC are either free of charge or available at a minimal fee, depending on the specific program. The goal is to make these opportunities accessible to the urban poor.
